Land documents and valuation
Four documents answer four different questions about a land parcel, and they are routinely confused. Two are extracts from state registers — one describes the parcel, the other the rights over it. Two are valuations — one set by the state for tax, one set by the market for a sale.
Documents and valuations
- State Land Cadastre (ДЗК) extractThe state record of a parcel: cadastral number, area, designated use, form of ownership and boundaries.
- Property Rights Register (ДРРП) extractWho holds the rights to a property, on what basis, and which encumbrances, mortgages or arrests are registered.
- Normative monetary valuation (НГО)The state-set value a parcel is taxed and rented on. A formula, not a market price.
- Expert monetary valuation (ЕГО)The market value of a parcel, determined by a certified valuer in a written report.
