Questions and answers about the cadastral map

Karta Kadastrova is an independent reference map built on the open data of the State Land Cadastre of Ukraine. Below: what the data is and how current it is, how to find a parcel, what the map can do, and where official documents actually come from.

About the map and its data

Is Karta Kadastrova the official State Land Cadastre?

No. Karta Kadastrova is an independent reference resource. We visualise open data published by the State Land Cadastre (Derzhheokadastr), but we are not a state body and we do not maintain the register. Legally significant information comes only from the official service e.land.gov.ua.

Where does the information on the map come from?

Parcel geometry, cadastral numbers, area, land category, designated use and form of ownership come from open datasets of the State Land Cadastre. Administrative units follow the KATOTTG codifier; street names are cross-checked against the Ukrposhta postal directory and the Ministry of Justice address dictionary; administrative boundaries come from OpenStreetMap.

Is the map free to use?

Yes. Viewing the map and opening parcel, quarter, street and region pages costs nothing and needs no registration. Checking a cadastral number and viewing parcel boundaries on the map is free, with no sign-up or payment required.

How is this different from the official public cadastral map?

The official map is the primary source and the legal reference. Ours adds what it does not have: filters by ownership, land category, area and designated use, a measuring tool, and a linkable page for every region, cadastral quarter, street and parcel.

Data currency and wartime restrictions

How current is the data?

The dataset reflects the State Land Cadastre as it was published before 24 February 2022. Public access to the register has been restricted since martial law was introduced, so parcels registered or changed after that date are generally not reflected here.

Why don’t you update the data?

Open publication of and machine access to the State Land Cadastre were limited for national-security reasons after the full-scale invasion began. Until lawful access is restored there is no complete source to synchronise with, and we would rather show a clearly dated snapshot than imply a freshness we cannot verify.

My parcel was registered after February 2022 — why is it missing?

Because it is not in the snapshot. Check it in the official service e.land.gov.ua or at an administrative service centre (TsNAP). Its absence from our map says nothing about its legal status.

Why is some geometry near the front line simplified or missing?

Data for certain areas is generalised or withheld at the source, for security reasons. We show what the open dataset contains and do not reconstruct what is not in it.

When will the map be updated?

When lawful access to current cadastral data is restored. We do not promise a date, and when the snapshot changes, the new as-of date will be stated on this page.

How do I find a parcel by its cadastral number?

Type the number into the search field in the format 0000000000:00:000:0000. The map zooms to the parcel and opens its card with area, land category, designated use and form of ownership.

Where do I find my cadastral number?

In your title documents: the state act, an extract from the State Land Cadastre, the certificate of ownership, a sale or lease contract, or land-management documentation. If you have none of them, an administrative service centre (TsNAP), a notary or a certified surveyor can look it up.

I don’t know the number. How else can I find the parcel?

Two ways. Click the parcel on the map — every registered parcel is clickable. Or browse down the region index: oblast, raion, hromada, settlement, and from there the cadastral quarters and streets with the parcels they contain.

My parcel is in my documents but not on the map. Why?

Usually one of four reasons: it was registered after the snapshot date; it has no coordinates in the open dataset; the number contains a typo; or the parcel was split or merged and now carries a different number. Verify it at e.land.gov.ua before assuming an error.

Using the map

What do the parcel colours mean?

Colour shows the form of ownership: blue for state and municipal parcels, amber for private ones, grey where the dataset does not record it. The selected parcel is outlined. The Legend lists every colour in use, including auction and sale markers.

Which map layers are available?

Base layers: OpenStreetMap, OpenTopoMap, Google satellite, relief and roads, ArcGIS satellite imagery, the Soils of Ukraine map and a crops layer. One base layer is active at a time, and its opacity is adjustable in the Layers panel.

What can I overlay on top of the base map?

Cadastral parcels, the index map of quarters, reserve-fund land, and administrative boundaries at oblast, raion and hromada level. Overlays combine freely with any base layer.

How do the filters work?

They narrow the parcels drawn on the map by form of ownership, land category, area range, designated-use code (KVTsPZ) and auction type — sale, lease or other. Active filters are counted next to the Filters button and reset in one click.

Can I measure distance and area?

Yes. Measure & draw measures a distance or an area, draws a polygon and drops markers, with results in metres, kilometres, square metres, hectares or square kilometres. These are drawings on top of the map — they change no cadastral data and are not a survey.

What does the right-click menu do?

Right-click (or long-press) anywhere on the map to open a parcel’s details, copy its cadastral number, zoom to it, get directions, start measuring from that point, copy the coordinates, or ask what is at that spot.

Can I print the map or download the data?

Not at the moment: there is no PDF export, no print layout and no bulk download. You can share a link to any view or parcel page instead.

What the map shows about a parcel

What information do you show for a parcel?

Cadastral number, the quarter it belongs to, area in hectares, land category, designated use with its KVTsPZ code, type of use, form of ownership, the address recorded in the cadastre, the historical KOATUU reference, and the neighbouring parcels in the same quarter.

Can I find out who owns a parcel?

Not here. Owners’ names are personal data and are not part of the open cadastral dataset. Ownership is confirmed by an extract from the State Register of Real Property Rights, issued by a notary or through the official portal.

The area on the map differs from my documents. What now?

Small differences usually come from rounding and from survey methods that changed over the decades. A significant difference is worth checking with a certified surveyor, who can compare the registered geometry against a field survey and start a correction in the cadastre.

The boundaries look wrong or overlap my neighbour’s parcel.

Overlaps and shifts almost always exist in the source register rather than in our rendering — we draw exactly the geometry the cadastre published. Fixing them takes a certified surveyor, who prepares the documentation and submits it to the State Land Cadastre. We cannot change the register.

Do you show restrictions and encumbrances?

Only what the open dataset carries, and that is often incomplete. Servitudes, mortgages, seizures and use restrictions must be checked in an official extract before you rely on them.

Extracts and official documents

Do you issue or sell cadastral documents?

No. We do not issue extracts, we do not sell documents, and we take no payments for cadastral data. If anyone asks you to pay for an extract in our name, it is fraud.

How do I order an extract from the State Land Cadastre?

Through the official electronic services at e.land.gov.ua, signing in with a qualified electronic signature or Diia, or in person at an administrative service centre (TsNAP). The extract is issued by the state and carries legal force; nothing on our map replaces it.

What is normative monetary valuation, and where do I get it?

Normative monetary valuation (NMV) is the state-calculated value of a parcel, used to compute land tax, rent and duties. An extract on NMV is ordered through the same official cadastral services, or from the local council that approved the valuation.

What is expert monetary valuation?

The market value of a parcel, determined by a certified appraiser in a written report. It is required for sale, inheritance, mortgage, contribution to share capital and disputes — unlike NMV, it reflects the market rather than a formula.

How do I get a plan of my parcel?

A plan is part of land-management documentation prepared by a certified surveyor. Our map is a reference picture, not a source of an official plan, and a printout of it carries no legal weight.

Cadastral terms in plain words

What is a cadastral number?

The unique identifier of a parcel, in the format 0000000000:00:000:0000 — the cadastral zone, the district within it, the quarter, and the parcel’s own number. It is assigned once and stays with the parcel for as long as it exists, even when the owner, the address or the building on it changes.

What is a cadastral quarter?

A compact group of neighbouring parcels inside a cadastral zone. Its number is the first three groups of every cadastral number within it, so parcels of one quarter always share a prefix. Quarter boundaries rarely change, even as the parcels inside are split or merged.

What is designated use, and what is the KVTsPZ code?

Designated use states what the parcel may lawfully be used for — individual housing, farming, gardening and so on. It is coded by the KVTsPZ classifier, and each parcel page shows the code next to its plain-language description.

What are land categories?

The broadest legal grouping of land: agricultural; residential and public; forestry; water resources; industry, transport and defence; recreational; health; environmental protection; and historical and cultural land. The category constrains which designated uses are possible.

What forms of ownership are there?

State, municipal and private. Where the dataset does not record it, the parcel is shown as not defined — which means the data is missing, not that the land has no owner.

What are KATOTTG and KOATUU?

KOATUU was the old classifier of administrative units; the 2020 reform replaced it with KATOTTG. Cadastral numbers still carry the numbering of the old KOATUU zones, so the first digits of a number do not always match today’s hromada — parcel pages show both references.

Before you buy or lease land

What should I check before buying a parcel?

That the cadastral number exists in the register and matches the contract; that boundaries and area on the ground match the registered geometry; that the land category and designated use permit what you intend to do; that there are no encumbrances, mortgages or seizures; who the owner is according to the register of property rights; and that the parcel has lawful access from a road.

Can the designated use be changed?

Often, but not always. It takes land-management documentation and a decision by the authority that owns or governs the land, and it must fit both the land category and the local planning documents. Agricultural land is protected in particular — plan in months, not days.

How is state or municipal land leased?

Usually through open land auctions, where the lease right goes to the highest bidder; the law lists the cases in which a lease may be granted without an auction. Auction announcements are published in advance, with the parcel’s cadastral number.

Who may buy agricultural land?

Since 2021, Ukrainian citizens may buy farmland; since 1 January 2024, Ukrainian legal entities may too, within statutory area limits. Foreigners may not buy agricultural land under current law. The rules keep changing — check the wording in force before signing anything.

Is any of this legal advice?

No. This page explains in general terms how the cadastre and this map work. For a specific parcel and a specific deal, consult a lawyer, a notary and a certified surveyor.

Privacy, errors and corrections

Why don’t you show owners’ names?

Because they are personal data, protected by law and not part of the open cadastral dataset. We publish only what the state publishes openly.

Do you store my searches and saved parcels?

Saved parcels and recently viewed ones are kept on your device so the map remembers them between visits. They are not published and are not tied to your identity.

I found an error. What can you fix, and what can’t you?

If the map itself misbehaves — wrong rendering, a broken page, a wrong label — tell us and we will fix it. If the underlying cadastral record is wrong — area, boundaries, designated use, ownership — only the State Land Cadastre can change it, on the basis of documentation from a certified surveyor.

Can you remove my parcel from the map?

The parcel data we show comes from an open state dataset, so removing it here would not change the register. Write to us if you believe the published data affects you personally, and we will look at your case.
