Expert monetary valuation of land (ЕГО)

Expert monetary valuation is the market value of a parcel, established by a certified valuer and set out in a written report. Unlike the normative valuation it reflects what the parcel is actually worth — and unlike the other three documents here, it cannot be issued from a register.

What expert monetary valuation is

ЕГО establishes what a parcel is worth on the market, as opposed to what the state uses as a tax base. It is carried out by a certified valuer who inspects the parcel, analyses comparable transactions and the parcel's own characteristics, and sets the conclusion out in a report on valuation. It is governed by the Law of Ukraine "On Land Valuation" (No. 1378-IV of 11 December 2003) together with the Law "On the Valuation of Property, Property Rights and Professional Valuation Activity" (No. 2658-III), which regulates the valuers themselves.

When the law requires it

Expert valuation is mandatory in specific, enumerated situations rather than whenever land changes hands:

  • alienation and insurance of land in state or communal ownership
  • transfer of a parcel into mortgage
  • determining an investment contribution
  • contributing land to the statutory capital of a company
  • reorganisation, bankruptcy or liquidation of a company
  • other cases the law specifically provides for

When it is worth having anyway

Outside the mandatory list, a valuation is bought because somebody needs convincing. A bank deciding how much to lend against a parcel, a co-owner arguing about a division, an heir splitting an estate, a court weighing damages, a seller who suspects the offer is low — all of them are settling a disagreement about a number, and an independent report is what settles it. It is also the answer to "is this asking price sane?", which no register can tell you.

Who may carry one out

Not anyone who works with land. A valuation must be performed by a valuer holding a qualification certificate for land valuation, working within a registered subject of valuation activity. A report signed by someone without that standing is not merely weaker — it will be rejected by the bank, the notary or the court you obtained it for. Ask for the certificate before you commission anything, and check that its scope actually covers land.

The report, and how long it holds

The deliverable is a report on valuation: the parcel's description, the approach and methods used, the comparable evidence relied on, and the resulting value with the date it was determined. That date matters — a report used for taxation purposes holds for no more than six months from the valuation date, so commissioning one long before the transaction it supports simply means paying twice.

How the process runs

From engagement to signed report:

  • agree the purpose of the valuation — it determines the method, and a report written for one purpose does not transfer to another
  • sign the engagement and provide the parcel documents
  • the valuer inspects the parcel and gathers comparable evidence
  • the value is calculated and the report drafted
  • the report is issued, signed and, where required, registered

Cost and how long it takes

There is no tariff, because there is no register issuing this — the price is agreed per parcel and moves with the region, the parcel type, the purpose of the valuation and how quickly you need it. Market rates start at a few hundred hryvnias for the simplest cases and rise substantially for large or complex parcels. Turnaround is typically a few working days; if you can wait several weeks, you will usually pay less for the same report. Any single figure quoted online for "an expert valuation" should be read as a starting point, not a price.

Expert valuation is not НГО

Normative valuation is a state formula serving taxation; expert valuation is market evidence serving transactions. The tax office wants the first; a bank, a buyer or a court wants the second. They are not interchangeable and neither substitutes for the other — bringing an НГО extract to a mortgage application, or paying a valuer when the tax office asked for the normative figure, are the two standard and avoidable mistakes.
