What normative monetary valuation is
НГО is a value the state calculates for a parcel from a formula, not a price anyone offered for it. The formula lives in the Methodology approved by Cabinet of Ministers Resolution No. 1147 of 3 November 2021, under the Law of Ukraine "On Land Valuation" (arts. 20 and 23). It takes the parcel's location, category and designated use and produces a figure the state then uses as a tax base. A parcel whose НГО is 40,000 hryvnias may well sell for several times that, or for less — the two numbers answer different questions.
What it is used for
You rarely want the valuation for its own sake; you want it because something is calculated from it:
- land tax, for owners and permanent users
- rent on state-owned and communal land
- the state duty on notarial acts involving land
- inheritance and gift taxation
- the starting price at land auctions
- losses and penalties assessed for unlawful land use
The document you actually order
The valuation itself is not a document — the document is the витяг з технічної документації з нормативної грошової оцінки земельної ділянки. It states the parcel's valuation as recorded in the approved technical documentation for that territory, and it is what a tax office, a notary or a local council will accept. It is issued on paper or electronically with a qualified electronic signature.
Who issues it, and who may ask
The extract is issued by Держгеокадастр through its cadastral registrars, and can be collected at a ЦНАП or received electronically. Individuals, sole traders, legal entities and local self-government bodies may all apply. Ordering online requires electronic identification — a qualified electronic signature or BankID — which is the single most common reason people hand the task to someone else.
The state issues it free of charge
Worth saying plainly: the administrative service itself is provided free — "безоплатне надання" — and takes up to three working days from the day the application is registered. Anyone charging you for the extract, ourselves included, is charging for handling the request, not for the document. That is a real service if you lack an electronic signature or do not want to deal with the portal, but it is worth knowing exactly what you are paying for.
How to order one
The request is built around the cadastral number:
- establish the cadastral number of the parcel
- apply online with electronic identification, or in person at a ЦНАП
- indicate the parcel and the type of land — the form differs for agricultural and settlement land
- wait up to three working days
- receive the extract in your electronic cabinet or at the ЦНАП
How long it stays current
The extract reflects the technical documentation in force for that territory, and that documentation stands until the local council approves new documentation to replace it. Separately, valuations are indexed annually, so the figure moves even when the documentation does not. The practical consequence: an extract you obtained a year ago may state a number that is no longer the one your tax is calculated on, and a recipient who cares about the amount will ask for a fresh one.
НГО is not expert valuation
The two are routinely confused because both end in a hryvnia figure. Normative valuation is produced by the state from a formula and serves taxation. Expert valuation is produced by a certified valuer from market evidence and serves transactions — a sale, a mortgage, a contribution to statutory capital. Asking for НГО when a bank wants a market value, or paying for an expert report when the tax office wants the normative figure, is the usual and expensive mistake.
What the figure depends on
The methodology weighs the parcel's designated use, its land category, and where it sits — the settlement, the zone within it, and the surrounding infrastructure.
